National Tobacco Control Programme

Tobacco is the foremost preventable cause of death and disease in the world today. Globally approximately 5.4 million people die each year as a result of diseases resulting from tobacco consumption. More than 80% of these deaths occur in the developing countries. Tobacco is a risk factor for 6 of the 8 leading causes of death. Nearly 8-9 lakh people die every years in India due to diseases related to tobacco use. Nearly 30% of cancers in India are related to tobacco use. In the North East region 50% of cancers among men and 24% among women are related to tobacco use. The majority of the cardio vascular diseases and lung disorders are directly attributable to tobacco stroke, cataract, peripheral vascular diseases etc. As per available evidence, incidence of impotence is 85% higher among smokers. Tobacco use by pregnant women leads to low birth weight babies, still births and birth defects. In order to reduce consumption of tobacco products in society, to protect the youth and children from tobacco use and to protect the health of non smokers from the harmful effects of second hand smoke etc. the Parliament enacted “Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act, (COTPA) in 2003. To facilitate the effect implementation of the Tobacco Control Laws and bring about greater awareness about the harmful effects of tobacco and to fulfil the obligation(s) under the WHO-FCTC, the Ministry of Health and Family Welfare has launched this new National Tobacco Control Programme (NTC)P) in the XI Five Year Plan.

Ayushman Bharat – Health and Wellness Centres

Ayushman Bharat (AB) is an attempt to move from a selective approach to health care to deliver comprehensive range of services spanning preventive, promotive, curative, rehabilitative and palliative care. It has two components which are complementary to each other. Under its first component, 1,50,000 Health & Wellness Centres (HWCs) will be created to deliver Comprehensive Primary Health Care, that is universal and free to users, with a focus on wellness and the delivery of an expanded range of services closer to the community. The second component is the Pradhan Mantri Jan Arogya Yojana (PM-JAY) which provides health insurance cover of Rs. 5 lakhs per year to over 10 crore poor and vulnerable families for seeking secondary and tertiary care. HWC are envisaged to deliver expanded range services that go beyond Maternal and child health care services to include care for non -communicable diseases, palliative and rehabilitative care, Oral, Eye and ENT care, mental health and first level care for emergencies and trauma , including free essential drugs and diagnostic services.

Rashtriya Kishor SwasthyaKaryakram (RKSK)

The Ministry of Health & Family Welfare has launched a health programme for adolescents, in the age group of 10-19 years, which would target their nutrition, reproductive health and substance abuse, among other issues. The Rashtriya Kishor SwasthyaKaryakram was launched on 7th January, 2014. The key principles of this programme is adolescent participation and leadership, Equity and inclusion, Gender Equity and strategic partnerships with other sectors and stakeholders. The programme envisions enabling all adolescents in India to realize their full potential by making informed and responsible decisions related to their health and well being and by accessing the services and support they need to do so. To guide the implementation of this programme, MOHFW in collaboration with UNFPA has developed a National Adolescent Health Strategy. It realigns the existing clinic-based curative approach to focus on a more holistic model based on a continuum of care for adolescent health and developmental needs. The Rashtriya Kishor SwasthyaKaryakram (National Adolescent Health Programme),will comprehensively address the health needs of the 243 million adolescents. It introduces community-based interventions through peer educators, and is underpinned by collaborations with other ministries and state governments.

राष्ट्रीय क्षय उन्मूलन कार्यक्रम

मरीजों कोड्रगसेन्सिटिविटी टी0बी0 का 6 माह का उपचार तथा एम0डी0आर0 टी0बी0 के रोगियों हेतु 9- 18 माह तक का निःशुल्क उपचार दिया जाता है। सरकारी अस्पताल में पंजीकृत क्षय रोगी के साथ-साथ जनपद अन्तर्गत 02 प्राईवेट प्रैक्टिनर्स जनकल्याण हॉस्पिटल एवं बोहरा नर्सिंग होम रूद्रप्रयाग में नोटिफाईड मरीज को उपचार के दौरान प्रत्येक माह पोषण भत्ता के रूप में 500 रूपये डी0बी0टी0 के माध्यम से दिया जाता है। जनपद में कार्यक्रमान्तर्गत पंजीकृत 02 प्राईवेट प्रैक्टिनर्स जनकल्याण हाॅस्पिटल एवं बोहरा नर्सिंग होम रूद्रप्रयाग द्वारा मरीज नोटिफाईड करने पर 500 रूपये तथा मरीज का उपचार पूर्ण करने पर 500 रूपये दिया जाता है। क्षय रोगियों की सुविधानुसार एवं उचित निगरानी हेतु नजदीकी स्वास्थ्य केन्द्रों अथवा ट्रीटमेन्टसपोर्टर (आशा कार्यकर्ती, सामाजिक कार्यकर्ताओं इत्यादि) के माध्यम से निःशुल्क औषधि दी जाती है, एवं इस कार्य हेतु ट्रीटमेन्टसपोर्टर को 1000.00 रूपये से 5000.00 रूपये तक प्रोत्साहन राशि के रूप् में दिया जाता है। कार्यक्रमान्तर्गत क्षय रोगी की सम्पूर्ण उपचार अवधि में ब्लॉक वार सुपरवाईजरों द्वारा सम्बन्धित मरीज का गृहभ्रमण कर नियमित जाॅच एवं कान्टेक्ट ट्रेसिंग कर, आई0पी0टी0 दी जाती है एवं रोगी को फॉलोअप जांच हेतु प्रेरित किया जाता है।

राष्ट्रीय दृष्टिविहीनता नियंत्रण कार्यक्रम

1974 में भारत में अंधेपन की व्यापकता 1.4 प्रतिशत थी। 1976 में अंधता के नियंत्रण के लिए राष्ट्रीय कार्यक्रम 100 प्रतिशत केंद्र प्रायोजित योजना के रूप में शुरू किया गया था, जिसका लक्ष्य 2020 तक अंधेपन की व्यापकता को 0.3 प्रतिशत तक कम करना था।वर्तमान में यह प्रचलन उत्तराखण्ड में 0.56 प्रतिशत है। कार्यक्रम के अन्र्तगत जिला चिकित्सालय रूद्रप्रयाग में निःशुल्क मोतियाबिन्द ऑपरेशन एवं पंजीकृत एन0जी0ओ0 द्वारा भी निःशुल्क मोतियाबिन्द ऑपरेशन सम्पादित किये जाते है। कार्यक्रम के अधीन दृष्टिमितिज्ञ द्वारा आंखों की जांचकर निःशुल्क नियर विजन के चश्में (बी0पी0एल, वृद्धजनो हेतु) एवं राजकीय विद्यालयों में अध्ययनरत छात्र-छात्राओं को निःशुल्क चश्में वितरित किये जाते है। समय-समय पर विद्यालयों/गांवो में नेत्र शिविरों का आयोजन किया जाता है, जिसमें नेत्र से सम्बन्धित रोगों के बारे में जानकारी एवं बचाव से जनमानस को जागरूक किया जाता है।

Pradhan Mantri SurakshitMatritva Abhiyan (PMSMA)

The Pradhan Mantri SurakshitMatritva Abhiyan has been launched by the Ministry of Health & Family Welfare (MoHFW), Government of India. The program aims to provide assured, comprehensive and quality antenatal care, free of cost, universally to all pregnant women on the 9th of every month. Hon’ble Prime Minister highlighted the aim and purpose of introduction of the Pradhan Mantri SurakshitMatritva Abhiyan in the 31st July 2016 episode of Mann Ki Baat. PMSMA guarantees a minimum package of antenatal care services to women in their 2nd / 3rd trimesters of pregnancy at designated government health facilities.

राष्ट्रीय बालस्वास्थ्य कार्यक्रम(रा0बा0स्वा0का0)

राष्ट्रीय बालस्वास्थ्य कार्यक्रम(आर0बी0एस0के0) बाल स्वास्थ्य जांच और शीध्र उपचार प्रदान करने संबंधी सेवाओं को बढावा देने के लिये राष्ट्रीय स्वास्थ्य मिशन के तहत स्वास्थ्य एवं परिवार कल्याण मंत्रालय द्वारा शुरू की गई एक महत्वपूर्ण पहल है। कार्यक्रम का लक्ष्य बच्चों में मौजूद 30 चयनियत स्वास्थ्य स्थितियों (चार दोषों अर्थात जन्म के समय दोषों , कमियों रोगों और विकलांगता समेत विकासात्मक विलंब ) का जल्दी पता लगाना और उनका उपचार करना है। जन्म के समय से 18 वर्ष की उम्र तक के सभी बच्चों को आर0बी0एस0के0 के तहत शामिल किया गया है ।

जननी सुरक्षा कार्यक्रम (JSY)

जननी सुरक्षा योजना कार्यक्रम के अन्तर्गत यदि गर्भवती महिला का चिन्हित राजकीय चिकित्सालयों में प्रसव होता है तो उसे प्रोत्साहन राशि हेतु ग्रामीण क्षेत्र में रू0-1400.00 और शहरी क्षेत्र में रू0-1000.00 प्रदान किये जाते हैं। बी0पी0एल0 गर्भवती माताओं ए0एन0सी0 के दौरान पोषण आहार हेतु 500 रू0 प्रदान किये जाते हैं।

जननी शिशु सुरक्षा कार्यक्रम (JSSK)

जननी शिशु सुरक्षा कार्यक्रम के अन्तर्गत गर्भवती महिलाओं को गर्भावस्था के दौरान समस्त जांचें, जिसमें अल्ट्रासाउण्ड, मुफ्तभोजन, लैब जांच आदि निःशुल्क की जाती है, साथ ही प्रसव के उपरान्त 42 दिन तक आवश्यकतानुसार समस्त चिकित्सकीय उपचार निःशुल्क प्रदान किया जाता है, साथ ही नवजात शिशु को जन्म से 1 वर्ष तक आवश्यकता पडने पर समस्त चिकित्सकीय सुविधाएं/उपचार निःशुल्क प्रदान किया जाता है।

ग्राम स्वास्थ्य एवं पोषण दिवस कार्यक्रम (VHND)

ग्राम स्वास्थ्य एवं पोषण दिवस कार्यक्रम प्रत्येक माह आंगनवाडी केन्द्र में आयोजित किया जाता है, जिसमें महिला स्वास्थ्यकर्ती द्वारा आंगनबाडी केन्द्र में जा कर गर्भवती माताओं की जांच, टीकाकरण एवं उन्हें परामर्श प्रदान किया जाता है, साथ ही नवजात शिशुओं का टीकाकरण भी किया जाता है।

परिवार कल्याण कार्यक्रम

परिवार कल्याण कार्यक्रम के अन्तर्गत महिला एवं पुरूष नसबन्दी कार्यक्रम संचालित किया जाता है, साथ ही लाभार्थियों को गर्भनिरोधक गोलियां व सामाग्री निःशुल्क उपलब्ध करायी जाती है।
